Bishkek: The election of the head of state in any country has the highest priority status. This is a vector of direction for the further development of the state. Early presidential elections were held in Kyrgyzstan on Jan. 10.
But no less important was the referendum, which determined the form of government. This topic stood apart and often caused a lot of controversy. Now all this is over, the ineffective parliamentary system has been replaced by a presidential form of government.
The people of Kyrgyzstan made their choice on their own and are full of hopes that these elections, which decided, determined two important issues at once, will be able to lead the country out of the so-called pit, correct the gaps of previous political leaders and finally change the social side of life for the better.
Expert in the field of international relations, analyst Pavel Dementyev said that these elections were also not quite ordinary and provided an additional burden to the population, who had to make their own choice in what country to live, in parliamentary or presidential …
“As I have stated many times, the parliamentary form of government is a rather complex structural mechanism of government. Kyrgyzstan proclaimed itself such a country, having no basis for parliamentarism.
Parliamentarism is the years of evolution and the development of a special political and social mentality. The role of mentality is underestimated by many, and in vain.
It is the mentality that determines many of the behavioral aspects of society and the state. Therefore, the path of parliamentarism in Kyrgyzstan was not long; rather, it was difficult and thorny.
Now Kyrgyzstan has a new president Sadyr Zhaparov, there is a form of government that implies the effectiveness of managing by a strong leader.
This is the beginning of the path again and it must be assumed that this road will not be saturated with various kinds of barriers and constant overcoming”.
Acting President of Kyrgyzstan, Speaker of the Jogorku Kenesh Talant Mamytov met on Jan. 11 with the heads of international observer missions who monitored the presidential elections and the referendum on determining the form of government in the country.
The meeting was attended by the heads of international observer missions from the CIS, SCO, the Parliamentary Assembly of the CSTO, CCTS, TurkPA, the Organization of Islamic Cooperation, the CEC of the Russian Federation, and the CEC of the Republic of Uzbekistan.
“The referendum and election of the president of the country in Kyrgyzstan is a milestone in the development of the republic. I would like to emphasize that this political event is in the context of the evolutionary development of the state. The fact is that Kyrgyzstan is going through a period of so-called “trial and error”.
The history of Kyrgyzstan has already gone through a lot, has shown a lot, taught a lot.
The new government of Kyrgyzstan, which came after Oct. 4, showed a fundamentally modern approach to political views and decisions.
