BEIJING: Beijing is transforming its public parks into vibrant urban hubs through a new set of 15 measures aimed at enhancing green spaces and city life, according to Beijing Daily on Tuesday.
The city, already home to 1,136 parks that attract over 500 million annual visits, will build 200 more in the coming decade, it added.
The new policy introduces 15 measures across five key areas, focusing on the integration of parks with urban spaces. Measures include creating more borderless parks by removing physical and functional barriers, improving visitor facilities during peak times — such as adding temporary parking and restrooms — and introducing commercial amenities like cafes and cultural markets.
A park business whitelist will be established to standardize operations and encourage the blending of culture, tourism, sports, and education within park settings.
A major shift is the introduction of corporate management. While upholding public welfare, parks can now be entrusted to professional enterprises for operations — with contracts up to five years — fostering scaled and branded management.
Specifically, historical parks will emphasize cultural preservation, comprehensive parks will diversify their offerings, community parks will focus on neighborhood services, specialized parks will build unique identities, and ecological parks will expand outdoor experiences like fitness and nature education.
The plan also eases restrictions on park infrastructure, allowing for the rental of eligible buildings and the development of non-paved activity areas.
Additionally, a “citizen park manager” plan will be trialed, inviting residents to participate in park management and oversight. –The Daily Mail-China Daily news exchange item
