ISLAMABAD: Capital Development Authority (CDA) has officially begun handing over developed plots in Sector I-15, with more than 200 owners received possession certificates on Thursday.

The event was presided over by Capital Development Authority (CDA) Chairman and Chief Commissioner Muhammad Ali Randhawa, with DG NAB Rawalpindi/Islamabad Waqar Ahmed Chauhan at Jinnah Convention Centre.
The handover marks the start of the process to transfer over 8,600 developed plots out of a total of 10,200 in Sector I-15, a project valued at more than PKR 17 billion. Sector I-15 has been specifically developed to meet the housing needs of low-income residents.
Chairman CDA Muhammad Ali Randhawa said the long-delayed development work in Sector I-15, pending for more than two decades, has now been completed and the formal handover process commenced.
“Under the directives of Prime Minister Shehbaz Sharif and Federal Interior Minister Mohsin Naqvi, meeting Islamabad’s housing needs remains a top priority,” he said.
He also highlighted the National Accountability Bureau’s (NAB) role in overcoming obstacles during the development process, describing the joint CDA-NAB effort as a historic achievement in securing legal rights for allottees.
DG NAB Waqar Ahmed Chauhan congratulated the allottees and emphasised that the verification process ensured possession letters were issued to rightful owners. He highlighted the excellent coordination between CDA and NAB, which helped remove obstacles and streamline the process.
He also announced new transparency measures, including barcoded allotment letters to prevent fraudulent documents, and the mandatory use of escrow accounts for housing societies to ensure that all funds are spent solely on development projects.
Plot owners praised CDA’s initiative, saying the handover addresses long-standing housing challenges while contributing to the development of Islamabad.
Many credited Chairman Randhawa’s personal oversight and continuous involvement for turning their long-held dreams into reality.
Chairman Randhawa added that development work in other pending sectors, including C-14, has been accelerated and possession will be delivered to owners in the coming months.
He stressed that alongside mega projects, sector development to meet citizens’ housing requirements remains a top priority for the capital.
The ceremony was also attended by CDA board members, Deputy Commissioner Islamabad Irfan Nawaz Memon, CDA and NAB officials.
