ISLAMABAD: Chairman Prime Minister’s Youth Programme Rana Mashhood Ahmad Khan attended the inaugural ceremony of the International MOIC Summit Pakistan 2025 here at the Higher Education Commission (HEC).
While addressing the opening session, he reaffirmed the government’s unwavering commitment to empowering young people and creating transformative opportunities through inclusive policies, skills development, and global engagement.

Rana Mashhood Ahmad Khan emphasized that youth are Pakistan’s most valuable national asset and the key drivers of future progress.
He highlighted that empowering young people is central to the country’s development strategy. He added that targeted investments in education, innovation, and employment are vital to prepare Pakistan’s youth for global competition.
Rana Mashhood Ahmad Khan recalled his tenure in Punjab, where Pakistan’s first National Youth Policy was introduced under the leadership of then Chief Minister Muhammad Shehbaz Sharif.
He described the policy as a historic milestone that created structured pathways for personal, academic, and professional growth.
He noted that the federal government is now expanding this vision nationwide to ensure comprehensive youth empowerment at every level.
Rana Mashhood Ahmad Khan stressed that prioritizing youth is critical for sustainable economic and social progress.
He highlighted ongoing initiatives to enhance education quality, expand technical and vocational training, and generate meaningful employment opportunities. He added that these efforts aim to transform youth into productive contributors to the nation’s growth and innovation. Rana Mashhood Ahmad Khan outlined flagship programs under the Prime Minister’s Youth Programme aligned with the 4Es framework.
Khan explained that these include scholarships, skills development, entrepreneurship support, and employment facilitation. He emphasized that all initiatives are merit-based, transparent, and ensure equal opportunities for every young citizen.
Rana Mashhood Ahmad Khan underlined the significance of international platforms such as the MOIC Summit in fostering youth leadership and global collaboration.
He said such forums allow young people to present innovative ideas, engage with international partners, and contribute to sustainable development goals.
Chief PMYP announced that Pakistan will soon launch its first National E-Sports Policy, opening new digital and gaming-sector career pathways for youth. Rana Mashhood Ahmad Khan noted that forums like MOIC are essential for nurturing youth leadership.
Speaking at the event, the President of the Islamic Cooperation Youth Forum (ICYF) praised Pakistan’s youth-centric policies and described them as forward-looking and impactful. He added that Pakistan is emerging as a strong advocate for youth empowerment in the Muslim world, and platforms like MOIC foster shared vision and collaboration.
Rana Mashhood Ahmad Khan concluded by emphasizing that the International MOIC Summit Pakistan 2025 provides a platform for youth leaders, experts, policymakers, and international stakeholders.
He said the summit focuses on youth development, innovation,entrepreneurship, and global partnerships. It offers participants the opportunity to share solutions, exchange best practices, and contribute to effective policymaking, unlocking the full potential of Pakistan’s youth.
