Indian Intelligence Agency, the Research and Analysis Wing (RAW) is reported to be in the final phase of its covert plan of relocating the remnants of dismantled Sri Lankan militant organization the LTTE (Liberation of Tamil Tigers Elam) and that with maintaining a proper database of the LTTE members and their families and has used the project of constructing houses for Internally Displaced Persons (IDPs) of Sri Lanka that is apparently being run by Indian Government with the support of NGOs like India’s SEED and America’s Habitat for Humanity, reveal the Investigations of The Daily Mail.
The Daily Mail’s investigations reveal that soon after the LTTE was defeated by the Sri Lankan army in 2009, India’s Intelligence agency RAW that has constantly been guiding, training and comprehensively funding and arming the LTTE, presented a high profile report to the government of India in which it was stated that if abandoned completely by India, the LTTE remnants would emerge as a permanent source of threat for India and thus relocation of at least top operatives of the former LTTE, who were hiding at different countries with RAW’ patronage, must be relocated and re-engaged in Sri Lanka and India both. It was purposed that some of the LTTE remnants must be relocated in Tamil Naidu State of India while the remaining be helped and supported to be relocated within Sri Lanka and a proper database of these remnants be prepared and they be kept intact and under constant vigilance so that they are not hijacked by any other power and simultaneously be kept in reserve for any future use.
The Daily Mail’s investigations reveal that following this report and RAW’s suggestions in this regard, the Indian government announced to help Sri Lanka in constructing Housing projects for the IDPs that suffered house losses during the LTTE-government conflicts in the Northern and Eastern Provinces of Sri Lanka in particular and other parts in general. The Indian government in fact went on to announce to construct some 50,000 houses for the purpose. In this direction RAW managed to bring up the services of certain Non-Governmental Organizations (NGOs) like SEED of India and Habitat for Humanity of the US. The Investigations indicate that despite the facts that NGOs like Habitat for Humanity were operating in Sri Lanka for past few decades, RAW, after making new plans, managed to penetrate into these NGOs while SEED India was completely taken over by RAW just after a few years of the NGO’s inception in 2000-2001.
The Daily Mail’s findings indicate that in the beginning Muslims NGOs like UK-based Muslim Aid, Czech Republic-based People in Need NGO; and local groups Community Trust Fund and Sarvodaya were also allowed to play active role in the project, yet, later, the project became the lone piece of pie for India and the Indian government built 10,000 houses in 2013 while 33,000 more were to be constructed in the next two years.
16,000 more houses were completed during 2014, and the remaining 17,000 houses will be built in 2015 while the project is being implemented with full grant assistance from India, with the total outlay of Rs 1,372 crore making it one of the largest grant assistance projects undertaken by the Indian government in any country.
The Daily Mail’s investigations indicate that since the entire project has been hijacked by the Indians with special role of RAW in the allocation process, the constructed houses under the project are not being allocated on merit while the members of the former LTTE are being compansated by India. These finding further indicate the despite that fact that some 100,000 Muslims nationals of Sri Lanka, belonging to nearly 27 Muslim administrative districts suffered the displacement, the allocation of Muslim IDPs in these India funded housing projects is almost zero while the Indians are preferring the followers of LTTE’s boss Velupillai Prabhakaran, brushing aside completely the merit and the quota of the Muslim IDPs. These investigations further reveal that the Northern Majlisul Ulema of Sri Lanka, a representative body of Sri Lankan Muslims has also written a protest letter on 13th of March,2014 to the Indian High Commissioner at Colombo, protesting very strongly over this discrimination and ethnic separation in this direction.

The Daily Mail’s investigations reveal that Thiruvenkadam Velupillai Prabhakaran, the blue eyed boy of RAW was the founder and leader of the Liberation Tigers of Tamil Eelam (the LTTE or the Tamil Tigers), a militant organization that sought to create an independent Tamil state in the north and east of Sri Lanka. For over 25 years, the LTTE waged a violent secessionist campaign in Sri Lanka that led to it being designated a terrorist organization by 32 countries. Prabhakaran was wanted by Interpol for terrorism, murder, organized crime and terrorism conspiracy. He also had arrest warrants against him in Sri Lanka Founded in 1976, the LTTE rocketed to prominence in 1983 after they ambushed a patrol of the Sri Lanka Army outside Jaffna, resulting in the deaths of 13 soldiers. This ambush, along with the subsequent rioting which resulted in the deaths of hundreds of Tamil civilians, is generally considered the start of the Sri Lankan Civil War. After years of fighting, including the unsuccessful intervention of the Indian Army, the conflict was halted after international mediation in 2001. By then, the Tamil Tigers controlled large swaths of land in the north and east of the country, running virtually a mini-state with Prabhakran serving as its unquestioned leader. Peace talks eventually broke down, and the Sri Lanka Army launched a military campaign to defeat the Tamil Tigers in 2006. Prabhakaran was killed in fighting with the Army on May 18, 2009. It was alleged that his 12-year old son was executed a short time later. His death brought an immediate end to the Civil War.
These investigations further reveal that after RAW geared up its support to Prabhakaran and armed his militia to the maximum, he went out of RAW’s control and was deemed as a defiant by successive RAW authorities and thus in the late 80s and early 90s, RAW created a division within the Prabhakarn’s militia and created a parallel militia to cut Prabhakaran to size but it didn’t work and rather resulted into straining and souring of relations between Prabhakaran and RAW. However RAW managed to revive these ties as it, under the garb of holding a peace process and disarming the Prabhakaran’s guerillas, instead re-armed and re-organized them with a blanket cover of the presence of Indian troops in the LTTE dominant areas.
The Daily Mail’s indications indicate that the deployment of Indian troops in Sri Lanka followed the Indo-Sri Lankan Accord between India and Sri Lanka of 1987 which was intended to end the Sri Lankan Civil War between militant Sri Lankan Tamil nationalists, principally the Liberation Tigers of Tamil Eelam(LTTE), and the Sri Lankan military.
According to the basic accord, it was agreed upon by both parties that the Indian Peace Keeping Force would not be involved in large scale military operations. However, after a few months, the Indian Peace Keeping Forces got involved into a number of controversial operations, including creating parallel wing against Prabhakaran’s militia and organizing high profile through parallel wings against Prabhakaran’s LTTE and eventually starting arming and military training of Prabhakaran’s LTTE.. During the two years in which it was deployed, the IPKF got very badly exposed and had to make a disgraceful pullout from Sri Lanka1990.
The Daily Mail’s investigations reveal that in 2013, The Indian government made a crystal clear admission of deepest involvement of its RAW in LTTE related matters in Sri Lanka as the Indian government gave a complete clearance certificate ( Censor Board approval) to a Bollywood movie ‘Madras Cafe’ in which it was comprehensively transcribed that how the Indian RAW and Indian army officers did remain deeply involved in LTTE affairs. The global diplomatic community is of the firm view that the clearance of such issues, by Indian government, raised and transcribed in Madras Cafe, was an outrageous admission of the dirty games that RAW and Indian army kept playing in Sri Lanka otherwise the Indian sensor board could have easily omitted such scenes while screening the same for approval.
The Daily mail’s investigations reveal that apart from the reasons that the RAW quoted in its report to the Indian government for relocating the ex LTTE operatives, there is also another reason at RAW headquarters to readjust the LTTE remnants and that is the RAW very strongly believes that its failure with regard to the destruction of its LTTE game was a comprehensive intelligence input to Sri Lankan government by Pakistani Intelligence agency the Inter services Intelligence (ISI).
Some credible reports, through not confirmed officially, suggest that though ISI remained a silent spectator in the RAW-LTTE affair, yet it kept a very vigilant eye on the game and kept collecting the entire necessary intelligence ion this direction. The things kept rolling on the record files of ISI until a former President of Sri Lanka, Chandrika Bandaranaike, during her visit to Pakistan for SAARC Conference in 2004 and after realizing deep involvement of RAW in LTTE issues, requested the then President of Pakistan Pervez Musharraf to help her and her country in getting some intelligence input and strategy to tackle the menace of LTTE as she and her government had miserably failed address the issue due to deep and outrageous involvement of RAW. It is said, unofficially, that upon this, General Musharraf directed ISI to prepare a comprehensive report and counter insurgency plan which was finalized in a couple of years and the same was handed over to Bindranaike’s successor Mahindra Rajapaksa by Musharraf when both met in China on the sidelines of Boa Forum on 11th April 2008 after which the Sri Lankan army was ordered by Sri Lankan government to fight out the LTTE menace with the help of the ISI prepared counter insurgency plan. Without going to the details that if these news are correct or not, it however stands confirmed that just within one year of this unconfirmed development, Sri Lankan army managed to completely sweep out the LTTE factor by 2009. Some credible members of the global clandestine community are of the view that since RAW believes that its LTTE game was destroyed due to ISI’s input to Lankans, it considers the elimination of LTTE as its defeat on the hands of ISI and thus it wants to keep the LTTE remnants intact to convey that it has not accepted the defeat and would always be there to strike back with the LTTE remnants and thus the Housing project for the IDPs in Sri Lanka is having special blessings for LTTE remnants.
