Excise Department moves to simplify vehicle ownership, transfer process

ISLAMABAD: The Excise Department reviewed its 15-day performance during a meeting chaired by Director General Excise Irfan Memon, where officials decided to further simplify the vehicle ownership transfer process.
The meeting examined the existing transfer mechanism, online services, tax collection, and enforcement measures aimed at improving public service delivery.
The performance review meeting was attended by the Director Excise and other senior officers. Participants discussed the department’s activities over the past 15 days and assessed progress on key administrative and enforcement matters.
A major focus of the meeting was the vehicle ownership transfer system. Officials conducted a fresh review of the current mechanism and agreed on measures to make the process easier and more accessible for vehicle owners.
The meeting also examined the Excise and Taxation Board (ETB) web portal, which allows citizens to complete vehicle transfer procedures online. During the briefing, officials informed the meeting that the portal enables people to transfer vehicle ownership from their homes without visiting departmental offices, reducing processing time and improving convenience.
Participants further reviewed data related to registered vehicles and the collection of token tax. Officials discussed the current level of tax compliance and considered measures to increase the number of vehicle owners paying their dues on time.
The meeting also reviewed proposals for introducing or strengthening the online payment system for traffic violation fines.
Officials discussed ways to make the payment process more efficient and accessible for motorists.
In addition, the performance of officers deployed at checkpoints was reviewed individually. The meeting examined enforcement actions carried out by different officers and assessed their role in implementing departmental regulations.
Speaking during the meeting, DG Excise Irfan Memon directed officials to continue efforts to simplify the vehicle ownership transfer process and ensure that citizens can benefit from digital services without unnecessary delays.
He also instructed enforcement teams to launch a strict crackdown against vehicle owners who have failed to pay token tax. Officials were directed to enhance monitoring and take action in accordance with the law to improve tax compliance across the region.
The Excise Department said regular performance reviews would continue to monitor progress and improve public services through greater use of online facilities and effective enforcement measures.
